Olga Bevz represents land development and home building companies, specializing in school facilities planning and school policy issues. Olga prepares concepts, strategies, and school mitigation agreements to ensure 21st century school facilities are delivered on-time for new homeowners. She designs the methodologies for quantitative models and analyses to determine student generation rates, needs and costs projections, cash flows and development impact fees. She analyzes requirements of Education and other California Code for development projects and issues such as district organization, surplus property, developer fees, state funding programs and educational enrichment programs.
While working on the schools for the Irvine Ranch, the Ranch at Mission Viejo and other large master plans and infill developments throughout California, Olga learned that well planned schools directly influence student learning and achievement. Looking to deepen her expertise, Olga completed a Certificate in Light Construction and Development Management from the UC Irvine Extension Program and the BIA Presidents Leadership Academy.
Olga monitors education related political issues locally and statewide. She works with the California Department of Education, the Office of Public School Construction, Department of State Architect, City Planning Departments, school districts and non-profit organizations throughout California. Housing affordability is in a crisis in California. Olga works with Building Industry Association chapters throughout Southern California, to ensure the school development impacts fees are fair, justifiable and do not exacerbate home prices.
After gaining 16 years of experience Olga Bevz opened her own company, JCJ Partners, LLC in 2018.

Jeanette Justus established her own firm, Jeanette C. Justus Associates, in 1998 and succeeded it to colleague Olga Bevz in 2018 creating JCJ Partners, LLC. As a principal member of JCJ Partners, LLC, Jeanette Justus is a creative problem solver with over 30 years of progressive and diversified experience in education, local government, and corporations. From 1993 to 1998, Ms. Justus was a principal of Government Solutions, a full-service firm focused on government and community relations, where she specialized in school issues, negotiating school agreements, providing liaison work between businesses and schools, and providing school facility planning services.
Prior to founding Government Solutions with partners, Ms. Justus was Director of Policy Issues for The Irvine Company, responsible for resolving major school and local government issues that impacted development of the 68,000-acre Irvine Company ranch. She negotiated mitigation agreements for financing school facilities in four unified school districts and achieved the local approval of school sites (including elementary, intermediate and high schools) and land sales to school districts. In addition, she was responsible for reviewing local government’s growth management and housing elements ensuring compatibility with company objectives and represented business and development interests in various organizations and policy and legislative committees. Before joining The Irvine Company, Ms. Justus was Director of Housing and Neighborhood Development for the City of Garden Grove. She was responsible for creating a newly formed housing department, managing federal housing subsidy and rehabilitation programs, and developing and implementing affordable housing strategies.
Ms. Justus has a BA in political science from the State University of New York at Buffalo, a MA in Gerontology from the University of South Florida and an MBA from the University of California, Irvine.

Administrative Assistant, Analyst Trainee
Tiffany Truong graduated from UC San Diego with a Bachelor’s Degree in East Asian History and a minor in Social-Cultural Anthropology. She joined the JCJ Team in June of 2019. As the company’s Administrative Assistant she handles everything admin from scheduling meetings, managing the company social media and client communications. In college she was the president of the largest social-cultural organization called MASA and was part of the board for 3 years. With plenty of experience in socializing and event planning, Tiffany loves to meet others and learn about their work and experiences. She’s a fast learner and loves to think outside the box when working on projects.
Tiffany is currently an Analyst in training and contributes to the team via School Demographics Research. She enjoys learning about Public Policy and School Planning. She hopes to further her skill sets as an analyst and continue to bring innovative ideas to JCJ Partners, LLC.
